Symptom

(FOC36306) APPLICATION cecil_test ALREADY EXISTS. RUN DELETE FIRST

Problem

The user receives the error message above when adding a new application directory.

Solution

There was a REST adapter connection entry that contained a full URL with an & valued entry for the REST Parameter. These were seen and read as unresolved amper variable values and therefore stopped the processing while pausing for a value. Removing or commenting this REST connection resolved the issue.
